Year-End Budget & Compliance Notice
Parli-Training provides bespoke training services through defined service agreements entered into prior to the end of the financial year. Where organisations commit training budget before 31 March, contracts specify the scope of services, deliverables, pricing, and delivery window.
Work commences immediately upon contract execution and typically includes needs analysis, training course design, and delivery planning, with training delivered subsequently on a planned basis. This structure creates a genuine contractual liability within the current financial year and does not involve the holding of funds on account or the sale of unspecified training credits.
All services are delivered in accordance with applicable procurement, financial management, and audit requirements. Clients remain responsible for ensuring internal approvals and procurement thresholds are met.

Delegate Eligibility Policy
Our training courses are designed to provide a highly specialized and confidential learning environment. To ensure the integrity of this environment, we have implemented a strict policy regarding delegate eligibility. We do not admit business-to-business (B2B) customers or individuals representing organizations that provide consultancy, public affairs, or parliamentary services. This policy is in place to foster a safe and open atmosphere where participants can freely share insights, ask questions, and engage in discussions without concern about external judgment or future commercial approaches. By maintaining this standard, we ensure that our courses remain a trusted space for professionals seeking to enhance their skills in public affairs. We kindly ask all prospective delegates to review this policy prior to booking to ensure eligibility.
Refund & Cancellation Policy
Booking Commitment
Once a course is booked—either via RSVP, email confirmation, or online form—a legally binding commitment is formed between the customer and Parli-Training.
An invoice will be issued at this stage. Once issued, the full course fee is payable.
Please note: Failure to cancel a booking within 3 business days of receiving your invoice will result in the full course fee being due, regardless of attendance.
Cancellation & Rescheduling Terms
If you wish to cancel or reschedule a confirmed course place:
- You must notify us within 3 business days of receiving your invoice or booking confirmation.
- After this point, your course place is confirmed and rescheduling/cancellation fees will apply, as follows:

Non-Attendance
If a customer fails to attend a course without providing written notice at least 3 business days in advance, no refund will be given and the full course fee remains payable.
Refund Terms
- Parli-Training operates a strict no-refunds and no-cancellation policy once a course has been confirmed.
- We do not refund for non-attendance or for cancellations outside the permitted notice periods.
- If you cancel but have not paid, the course fee remains due in full unless we have received proper notice within 3 business days of invoice issue.
On-Site / Bespoke Courses
If a course is commissioned exclusively for a client (on-site or online), the same terms apply.
An alternative date may be arranged at our discretion and subject to availability, but cancellation will still incur the above charges.
Discounted or Promotional Courses
All discounted or “on the day” promotional courses are non-refundable and non-transferable.
Disruption and Conduct Policy
Any participant whose behaviour is deemed disruptive, abusive, discriminatory, or otherwise harmful – whether towards trainers, staff, or fellow delegates – may be removed from the programme without notice. This includes, but is not limited to, conduct that causes distress, creates a hostile environment, or interferes with the delivery of the course. In such cases, all current and future bookings will be cancelled, and no refund will be issued. By enrolling, participants agree to abide by this policy as a condition of attendance.
Complaints Procedure
We are committed to delivering high-quality courses and customer service. If you are dissatisfied with any aspect of our service, please follow the steps below so we can resolve your concerns promptly and fairly.
Making a Complaint
How to Submit:
- Complaints must be submitted in writing by email to enquiries@parli-training.co.uk
- Information to Include:
- Your full name, organisation, and contact details
- Course name and date
- Clear description of the issue or incident
- Any supporting evidence (emails, screenshots, etc.)
- Your desired resolution (e.g. discount, refund, reschedule)
Time frame for Lodging Complaints
To ensure timely investigation and resolution, complaints must be received no later than 21 calendar days after the date of the incident or course delivery. Complaints submitted after this period may be considered closed unless exceptional new evidence is provided.
Acknowledgement
Within 5 working days of receipt, we will acknowledge your complaint by email, confirm we are investigating, and provide an expected timeline for our full response or a resolution offer.
Investigations
- Standard Cases: A senior team member will investigate and respond with findings and any proposed resolution within 10 working days of acknowledgement.
- Complex or Exceptional Cases: Where multiple complaints, refund requests, or extensive review of materials is required, we reserve the right to extend the investigation period to up to 60 calendar days. We will keep you informed of progress at regular intervals.
Resolution Offers
Any resolution offer (refund, discount, rescheduled course, or other goodwill gesture) made by Parli-Training:
- Remains open for acceptance for 14 calendar days from the date of the offer.
- Will expire automatically if not accepted in writing within that period, at which point the complaint will be considered closed.
Appeals
If you are dissatisfied with our decision or resolution offer, you may request a review by the Director:
- Submit your appeal in writing within 10 working days of our resolution letter.
- The Director will conduct a final review and respond within 10 working days of receiving your appeal.
Closure of Complaint
A complaint will be deemed closed when:
- You accept our resolution offer in writing within the 14-day validity period; or
- The 14-day offer period expires without acceptance; or
- An appeal decision is issued by the Director.
Record-Keeping
We will maintain a confidential log of all complaints, investigations, resolutions, and appeals for a minimum of two years, to ensure consistency and continuous improvement.
