Tom Skinner Joins Parli-training

Parli-training is proud to announce that Tom Skinner, a leading figure in technology policy, communications, and government strategy, will be joining our network of expert contributors. Tom brings extensive experience from senior roles across government, politics, and strategic communications, with a proven record of shaping landmark initiatives at the highest levels.

Throughout his government career, Tom has helped deliver major national and international policy programmes, including the 2024 Memorandum of Understanding between the US and UK Governments and the development of the Online Safety Act through Parliament. He has also led on high-profile international summits and multi-sector collaboration projects, working across Whitehall and with industry leaders to drive progress in innovation and regulation.

Tom’s career in government spans several key departments:

  • 10 Downing Street – Special Adviser (2019), providing senior counsel on political communications and strategic delivery.
  • Department for Digital, Culture, Media and Sport (DCMS) – Special Adviser (2022–2023), where he oversaw communications and policy development across media, sport, and cultural policy, including planning for the Coronation of HM King Charles III.
  • Department for Science, Innovation and Technology (DSIT) – Special Adviser (2023–2024), leading communications and cross-government policy coordination on innovation, life sciences, and technology.

He also served as Director of Events and Operations for the Conservative Party (2020–2022), managing major political events, national conferences, and general election campaign delivery.

Tom’s expertise spans technology strategy, public policy, regulatory engagement, and political communications, making him uniquely positioned to help organisations navigate complex policy making environments. At Parli-training, he will provide strategic insight into how businesses, NGOs, and public bodies can influence effectively, build credibility, and engage constructively with government.
